CAPE TOWN: Harbour Road in Hout Bay  has been closed to traffic as a result of a protest. A group of about 60 people have taken to the streets in a service delivery demonstration. They’ve set tyres and rubble alight on the road. The protest is believed to be related to fishing permits and quota allocations.
